Dr. Lorraine Carlos Salazar is Senior Knowledge Expert with McKinsey & Company’s Telecom, Media and High Tech Practice based in Singapore. She is a Leader of McKinsey’s TMT Infrastructure Strategy Service Line serving operators, investors and regulators on tower, fiber, data center, and subsea cable topics in Asia, Europe, Middle East and Africa.
Lorraine is passionate about helping solve challenges to ensure that digital communications infrastructure —key infrastructure that enable us to connect, live, learn, work and play—is built in an ubiquitous, robust, environmentally and financially sustainable manner. She has over 15 years of management consulting, policy and academic experience in the telecoms and ICT sector.
Lorraine has a PhD in Political Science and Southeast Asian Studies (Telecoms Regulation) from the Australian National University and a BA-MA in Political Science from the University of the Philippines. Her sole-authored book ‘Getting a Dial Tone: Telecommunications Liberalisation in Malaysia and the Philippines’ was published by the Institute of Southeast Asian Studies.
