Economist, with 25 years of experience in the private sector, public sector and multilateral organizations, specialized in public policies and digital economy.
He is currently a partner at ARGIA, Green, Tech & Economics consulting, senior research advisor at Oxford University TIDE Centre, visiting fellow of the European Council on Foreign Relations, consultant for multilateral organizations on digital and greentech policies, and board member of CCLATAM think tank.
Angel was vice president of Economic, External and Regulatory Affairs at AT&T VRIO Latin America, head of the Latin America and the Caribbean Unit at the OECD Development Center, senior specialist at the Inter-American Development Bank (IDB), senior advisor at the Economic Office of the President of the Spanish Government and principal economist at the BBVA Financial Group. He was also special advisor on digital diplomacy to the High Representative / European Commission VicePresident, senior advisor on digital economy at UNESCO, and non-resident senior fellow of the Asia and Latin American programme at the InterAmerican Dialogue.
He received his Ph.D. and B.A. in economics from the Universidad Complutense, Madrid (Spain).
