Speaker Bio
Emili Rubió is an experienced C-Level executive specializing in digital transformation, IT strategy, IT management, customer services management, and transformation projects involving significant IT and service redesign.
In October 2023, Emili was appointed CEO of the Institute of Technology at the Barcelona City Hall and CIO of the City. In this role, he assists the city hall in its digital transformation initiatives and supports various operators in adopting new technologies to advance Barcelona's evolution as a smart city.
Prior to joining the City Hall, Emili served as Chief Operating Officer (COO) at the Universitat Oberta de Catalunya (UOC), where he spearheaded the university's digital transformation.
Emili began his career in professional service firms such as Telefonica, PwC Consulting, and IBM Global Services, focusing on IT implementation projects and later on IT strategy and architecture projects. He has worked on numerous projects across various industries, including Telecom, Banking, Consumer Goods, and Government.
Previously, Emili held the position of Director of the IT Strategic Plan at the Barcelona City Hall, overseeing the IT transformation program for the City Council. He was later appointed Director of Information and Customer Services, where he led the information and customer service departments, launched new customer service channels, and developed the Council’s website strategy.
