Speaker Bio

Claudia Ximena Bustamante is an Electronic Engineer from Pontificia Universidad Javeriana. She holds an Executive MBA from IE Business School and a specialization in Commercial Management from Universidad de La Sabana. With over 25 years of experience in the Information and Communications Technology (ICT) sector, she has developed expertise in strategy, regulation, public policy, innovation, and research.


Throughout her career, Ms. Bustamante has worked as a consultant in data and Internet networks and has held various leadership roles within the CRC. These include serving as Coordinator of Government Relations and Advisory, the Business Knowledge Center, and Innovation and Regulatory Foresight, a role she held until January of this year. She has successfully led strategic projects in areas such as infrastructure deployment, Regulatory Sandbox initiatives, service quality, and studies on connectivity, net neutrality, OTT platforms, broadcasting, and audiovisual content.


Ms. Bustamante has also represented the Colombian Government in international forums such as CITEL - OAS, ICANN, and as part of the negotiating team for trade agreements with Japan and the Pacific Alliance. Additionally, she has taught in ICT regulation specialization and master’s programs at Universidad Externado de Colombia, focusing on regulatory innovation.
